Energy Services Manager

Category: Weatherization & Energy Services

Location: Eau Claire, WI

Employee Type: Full-Time Exempt

Base Pay: $46552 - $60000 / Year

The Energy Services Manager is responsible for supervising all activities of the Energy Services Program. This position plans, develops, evaluates, and recommends to the Program Director program content and operating procedures that are consistent with agency policy and requirements of funding sources. This position also serves as back up to the Energy Services Program Coordinator in managing the department after hours on-call cell phone. This is a full-time, 36 hours per week position working either a Monday-Thursday or Tuesday-Friday schedule.

ESSENTIAL FUNCTIONS 

  • Make recommendations to the Program Director regarding staffing levels, job descriptions, compensation, hiring and reclassification of employees and disciplinary actions.
  • Coordinate staff work plans and assignments directed toward accomplishment of program contract production goals. Develop strategies and corrective action plans and make recommendations for changes to the program.
  • Plan, monitor and review direct staff assignments indicated by work priority considerations.
  • Responsible for overall management and coordination of all activities performed for  Program Services, including the management of the after-hours/on call department cell phone.
  • Establish and implement reporting systems that ensure timely reports to funding sources, and program procedures needed to achieve compliance with contract requirements of funding sources including desktop monitoring reports and annual reports.
  • Oversee and monitor complaints relative to the program’s services. 
  • Perform initial screening for individuals seeking assistance under public assistance programs.
  • Provide information on eligibility criteria required for offered programs.
  • Review and make preliminary determination if individual meets the eligibility criteria.
  • Determine eligibility for WHEAP (Wisconsin Home Energy Assistance Program).
    • Conduct interviews with individuals requesting assistance with energy and interactive home heating needs.
    • Evaluate financial and non-financial criteria to determine eligibility for monetary benefits.
    • Make appropriate referrals for other programs and community resources.
    • Research, interpret, and explain federal, state and local policies, governing eligibility, legal rights and responsibilities of applicants and participants assistance.
  • Provide outreach services.
    • Coordinate outreach sites with providers.
    • Make presentations at outreach locations.
    • Identify and contact potential eligible individuals in person or via telephone.
  • Attend initial and on-going training.

QUALIFICATIONS   

To perform this job successfully, an employee must be able to perform each essential duty satisfactorily and must:  

  • Knowledge of public assistance program policies and procedures.
  • Skill in interviewing techniques to elicit and probe for information.
  • Ability to communicate effectively both orally and in writing, including public speaking, interviewing, counseling, investigating, and fact finding.
  • Ability to establish and maintain effective working relationships with other employees and the public, with skill in relating to individuals with various types of disabilities.
  • Ability to work independently.
  • Ability to maintain a high level of confidentiality. 
  • Ability to maintain a high level of responsibility.

EDUCATION AND / OR EXPERIENCE 

  • High school diploma or equivalent.
  • Associate degree OR four (4) years of work experience involving interaction with the general public requiring: use of interviewing techniques to elicit for personal, financial, or other sensitive information; interpersonal skills to relate and communicate well with the public; knowledge of and referral to a variety of available resources.

LICENSES, CERTIFICATIONS, AUTHORIZATIONS REQUIRED

  • Valid driver’s license.
  • Reliable, insured vehicle.
  • Must meet Western Dairyland’s insurability criteria.
  • Employment will be conditional upon successful completion and satisfactory results of criminal background check.
