Western Dairyland's Business Development Program works with startup, existing, and expanding businesses in the Agency's service area. The program's services are designed to provide entrepreneurs with access to individualized as well as group business training, referrals, financing, technology, and ongoing business case management services. Assistance is provided at various locations throughout the service area as well as on-site. Owners of startup, existing, and expanding businesses receive technical assistance in all aspects of business operation including business plan development, feasibility studies, marketing assistance, business management, and operations. Clients also have access to various financing alternatives including the Business Enterprise Center's Loan Guarantee Fund, the Minority Loan Program, SBA Loan Pre-qualification, and Micro Loan programs as well as financing from local lenders. Clients also can receive Internet training and may utilize the Center's internet-equipped computer laboratory and computer lending library. Online ecommerce opportunities exist at Wisconsin Common Market, Western Dairyland's own internet mall. Specialized bilingual services and loan funds are available to refugees.

Western Dairyland's Women's Business Center (WDWBC) provides training and technical assistance to women entrepreneurs who are interested in starting a new business or expanding an existing business. Qualifying clients may access the Business Enterprise Center's Loan Guarantee Fund and the computer lending library. Owners of startup, existing, and expanding businesses receive technical assistance, including business plan development, accessing financing from local lenders, SBA loan pre-qualification, Micro Loan programs, marketing assistance, Internet training, and much more. WDWBC is partially funded by the US Small Business Administration's Office of Women's Business Ownership (OWBO). The OWBO was established to help women become full partners in economic development through small business ownership.
